Terms & Conditions:
We would like to inform all parties that inquiries regarding the tenders will exclusively be accepted via email. Please be advised that inquiries will not be entertained after the specified last date for inquiries pertaining to the respective phase of the tender.
Before uploading bid documents, it is imperative that the bidder completes the registration process. In the registration form, the bidder is required to provide all pertinent details and must also upload scanned copies of company documents, appropriately signed and bearing the company seal.
During the firm's registration process, the following documents are required to be submitted:
I. Bidder Information on the firm’s letterhead as per Annexure-1.
II. Document supporting valid registration of the firm/ company.
III. GST registration certificate copy along with copies of GST returns for the last 12 months.
IV. PAN Number copy of the firm/ company.
V. Copy of Address proof of the business.
VI. Audited balance sheet copies of the firm/ company for the last 3 financial years i.e. FY 2019-20; 2020 - 21; and 2021- 22 supported by the turnover certificate by the CA.
VII. Bank details of the firm/ company attested by the bank.
VIII. Details of proprietors/ partners/ directors of the firm/ company.
IX. Naturized affidavit for non-conviction/non-blacklisting/non-debarring of the firm/ company.
All documents must be submitted in a clear and legible format. It's essential to emphasize that the registration process is a one-time requirement for each bidder. Therefore, these documents should only be uploaded once, and there is no need to include them with the technical bid documents.
We kindly request you to carefully review the terms and conditions, specifically the list of documents to be uploaded during the registration process. In case you identify any inaccuracies in the details provided or accidentally uploaded incorrect documents during registration, please consider re-registering your firm. It's important to note that in the event of re-registration, your previous registration will be invalidated, and the new registration will be deemed valid.
Furthermore, please be aware that if re-registration becomes necessary, it must be completed before uploading the bid documents.
The tender process will follow a two-bid system, consisting of the Technical Bid and the Price Bid. It's important to note that these bids should be uploaded separately in PDF format. Furthermore, please ensure that the PDF files for the financial bid are password-protected. You will be prompted to upload the password for the PDF file of the financial bid at the appropriate time.
Following the upload of your bids, you will receive an email from our side. This email will include essential credentials, such as the Equipment name and a Unique ID for the bid that was submitted for that specific equipment. You will need to utilize these login credentials, along with the provided Unique ID, to upload the password for the PDF file of the financial bid related to that specific equipment.
During the initial phase, the technical bid evaluation will be conducted for all bids received up to the specified deadline. Subsequently, upon the completion of the Technical Bid evaluation, bidders selected in the Technical Bid Evaluation Process will receive an email request for the password to access the financial bid.
Earnest Money Deposit (EMD): Bidders are required to submit the Earnest Money Deposit (EMD) in the form of a Demand Draft, Fixed Deposit Receipt, or Bank Guarantee, if required in favour of Welzo Research & Development Private Limited and payable at Baddi, Himachal Pradesh. The EMD amount will be determined based on the tentative value for each item.
For the specific EMD values associated with respective instruments or equipment, please refer to the "equipment required" page under the Tenders section of our website.
A scanned copy of the Demand Draft, Fixed Deposit Receipt, or Bank Guarantee for the EMD amount should be uploaded along with the Technical Bid documents. However, the original copy of the Demand Draft, Fixed Deposit Receipt, or Bank Guarantee must be submitted at the following address through either registered post or courier before the last date of bid submission for the respective equipment:

Please ensure that the original document is dispatched in a timely manner and reaches the designated address within the specified deadline.
The Earnest Money Deposit (EMD) for unsuccessful bidders will be refunded once the bid evaluation process is concluded for the respective equipment.
EMD Exemption for MSEs: Micro and Small Enterprises (MSEs) are exempt from making any payment for the Earnest Money Deposit (EMD). To avail the benefits of EMD exemption, MSE suppliers are required to submit, along with the technical bid, attested copies of a valid NSIC certificate, along with an attested copy of a Chartered Accountant (CA) certificate confirming their eligibility in this regard.
Note: For firms that do not qualify as Micro and Small Enterprises (MSEs), there will be no exemptions granted for the submission of Earnest Money Deposit (EMD) in this bid process. All non-MSE bidders are obligated to submit the specified EMD amount as detailed in the bid documents. It's essential to note that if any technical bid is submitted without the requisite EMD, it will be disqualified without further consideration.
The rate offered should be quoted in Indian Rupees (INR) F.O.R. (Free On Rail) Welzo, Baddi (Himachal Pradesh). In the case of Ex-Godown terms, the cost breakdown for packaging, forwarding, freight, etc., must be clearly stated, either as a percentage or a lump sum amount. Additionally, it is imperative that the current rate of tax and other statutory levies applicable are mentioned in the bid.
The delivery period for the items should be within 01 months from the date of the purchase order. In cases of anticipated delay, vendors are required to provide advance notice and appropriate reasons for the delay.
Bidders are kindly requested to provide a comprehensive description and detailed specifications, along with intricate drawings and printed leaflets and literature, for the quoted item. This detailed information will aid in the evaluation process.
The quotation should remain valid for a minimum of 90 days from the date of the opening of the bids. This extended validity period allows for adequate time for the evaluation and decision-making process.
WELZO reserves the right to reject any or all of the quotations and has the discretion to split up the requirements or relax any or all of the above conditions, without the obligation to provide a specific reason for such actions.
A penalty of 0.5% per week, up to a maximum of 5% of the delivery price, will be deducted from the balance payment if the supply is not completed within the stipulated period.
Payment terms: Our standard payment terms and conditions are as follows: 40% of the payment will be provided in advance upon the issuance of the purchase order, and the remaining 60% will be disbursed upon the successful delivery, installation, and approval of the supplied items.
Warranty Clause: The warranty period will commence following the successful installation and approval of the equipment. This warranty should encompass unlimited visits and the provision of spare parts as needed.
Unless otherwise specified, the delivery of goods is to be made at the Welzo premises in Baddi, Himachal Pradesh, in accordance with the conditions outlined in the Purchase Order.
Preference to Make in India/ Local Supplier:
A. The provisions of notification no. P-45021/2/2017-PP (BE-II) dated 04.06.2020 of the Department for Promotion of Industry and Internal Trade (PSE), Ministry of Commerce and Industry, Government of India will be applicable in this procurement. Bidders are requested to kindly check the provisions of the above notifications before submitting bids.
B. The bidders have to disclose in their bid about their category of supplier i.e. Class-I Local Supplier or Class-II Local Supplier or non-Local supplier w.r.t. notification as mentioned above. The bidder also needs to mention the % age of local content and a self-certificate to this effect in the item they are going to bid. The bidders offering imported products will fall under the Non-Local Supplier Category if they claim themselves as Class I/Class II local supplier by claiming profit, warehousing, marketing, logistics, freight etc. as local value addition. (as per Clarification from DPIIT, Ministry of Commerce & Industry, dated 26.11.2020)
C. The bidder may also give the location where value addition is done in terms of % of local content.
D. The margin of purchase preference will be 20% as per the provision of notification mentioned above.
E. As per the OM No.F.4/1/2023-PPD dated 03-04-2023 on Relaxation on Procurement of Certain Items through Global Tender Enquiry (GTE), some equipment is exempted from the instructions related to GTE (for details, see the Annexure- A of the OM No.F.4/1/2023-PPD dated 03-04-2023).
F. Class I & II local suppliers are required to indicate the percentage of local content and provide self-certification that the item offered meets the local content requirement for Class I local supplier/Class II local supplier, as the case may be. They shall also give details of the location(s) at which the local value addition is made as per the format given in Annexure- 8 of the Tender.
Land border sharing certificate:
As per the OM bearing No. F.N. 6/18/2019-PPD dated 23.07.2020 issued by Public Procurement Div., Department of Expenditure, Ministry Of Finance, Govt. of India, the manufacturer/supplier are not eligible for participation if they are from such country which shares the land border with India. Offered items manufactured in such countries will not be considered. In pursuance of the aforesaid OM, bidders are required to submit the Certificate as mandatory eligibility criteria for acceptance of their offers. The bids not accompanied by a Certificate will not be considered.
The bid documents are non-transferable, and it is imperative that the seal and signature of the authorized official of the firms are affixed to all the papers and documents submitted. The quotation must be complete in all respects and bear the signature on every page of documents wherever necessary. Please be advised that incomplete or unsigned offers will not be accepted.
Please be aware that if the aforementioned conditions are not adhered to, the quotations are subject to rejection. It's crucial to ensure full compliance with the specified requirements..
Please note that any printed conditions stated by the bidder firm will not be considered binding on us.
Tenders submitted after the specified deadline or those that are delayed will not be considered.
All disputes are subject to the exclusive jurisdiction of the competent court and forum in Shimla, Himachal Pradesh, India, exclusively.
WELZO retains the right to cancel the tender at any stage as deemed necessary.
The vendor is required to provide all documents with an index, annexure, and indicated page numbers.
If any false information is provided by the bidder, WELZO reserves the right to reject the bid and may forfeit the Earnest Money Deposit (EMD) submitted by the bidder.
WELZO reserves the right to accept or reject the bid without being obligated to provide any reason to the bidder. This decision-making prerogative is at the sole discretion of WELZO.
